Many (but not all) analyzers ran by `gopls check` are available in
`golangci-lint` as part of default-disabled `govet` linters, so I think
it's best we remove this manual linting step and let `golangci-lint`
handle it. I hand-picked two available linters that were previously
linted using gopls and this list is not exhaustive.
This will reduce CI time by about 3 minutes.

The `errorCode` and `warningCode` options were removed at some point,
they are not recognized by golangci-lint any more at least and they do
not match their published json schema. `confidence` and
`ignore-generated-header` are at the default value so does not need to
be configured.

Noteable additions:
- `redefines-builtin-id` forbid variable names that shadow go builtins
- `empty-lines` remove unnecessary empty lines that `gofumpt` does not
remove for some reason
- `superfluous-else` eliminate more superfluous `else` branches
Rules are also sorted alphabetically and I cleaned up various parts of
`.golangci.yml`.
1. `linter.lang-version` is deprecated in favor of `run.go`
2. `run.go` defaults to the version in `go.mod` as per
[docs](https://golangci-lint.run/usage/configuration/#run-configuration):

unmaintained.
This PR is the first step for the INI package refactoring:
* Use Gitea's "config_provider" to provide INI access
* Deprecate the INI package by golangci.yml rule
Enable [forbidigo](https://github.com/ashanbrown/forbidigo) linter which
forbids print statements. Will check how to integrate this with the
smallest impact possible, so a few `nolint` comments will likely be
required. Plan is to just go through the issues and either:
- Remove the print if it is nonsensical
- Add a `//nolint` directive if it makes sense

When we updated the .golangci.yml for 1.20 we should have used a string
as 1.20 is not a valid number.
In doing so we need to restore the nolint markings within the pq driver.

## Purpose of this PR
1. Make git module command completely safe (risky user inputs won't be
passed as argument option anymore)
2. Avoid low-level mistakes like

3. Remove deprecated and dirty `CmdArgCheck` function, hide the `CmdArg`
type
4. Simplify code when using git command
## The main idea of this PR
* Move the `git.CmdArg` to the `internal` package, then no other package
except `git` could use it. Then developers could never do
`AddArguments(git.CmdArg(userInput))` any more.
* Introduce `git.ToTrustedCmdArgs`, it's for user-provided and already
trusted arguments. It's only used in a few cases, for example: use git
arguments from config file, help unit test with some arguments.
* Introduce `AddOptionValues` and `AddOptionFormat`, they make code more
clear and simple:
* Before: `AddArguments("-m").AddDynamicArguments(message)`
* After: `AddOptionValues("-m", message)`

* Before: `AddArguments(git.CmdArg(fmt.Sprintf("--author='%s <%s>'",
sig.Name, sig.Email)))`
* After: `AddOptionFormat("--author='%s <%s>'", sig.Name, sig.Email)`
## FAQ
### Why these changes were not done in #21535 ?
#21535 is mainly a search&replace, it did its best to not change too
much logic.
Making the framework better needs a lot of changes, so this separate PR
is needed as the second step.
### The naming of `AddOptionXxx`
According to git's manual, the `--xxx` part is called `option`.
### How can it guarantee that `internal.CmdArg` won't be not misused?
Go's specification guarantees that. Trying to access other package's
internal package causes compilation error.
And, `golangci-lint` also denies the git/internal package. Only the
`git/command.go` can use it carefully.
### There is still a `ToTrustedCmdArgs`, will it still allow developers
to make mistakes and pass untrusted arguments?
Generally speaking, no. Because when using `ToTrustedCmdArgs`, the code
will be very complex (see the changes for examples). Then developers and
reviewers can know that something might be unreasonable.
### Why there was a `CmdArgCheck` and why it's removed?
At the moment of #21535, to reduce unnecessary changes, `CmdArgCheck`
was introduced as a hacky patch. Now, almost all code could be written
as `cmd := NewCommand(); cmd.AddXxx(...)`, then there is no need for
`CmdArgCheck` anymore.
### Why many codes for `signArg == ""` is deleted?
Because in the old code, `signArg` could never be empty string, it's
either `-S[key-id]` or `--no-gpg-sign`. So the `signArg == ""` is just
dead code.

`fmt-check` now simply does `fmt` before and relies on `git diff` like
other checks like 'tidy-check' already do, so we can remove the argument
in the tool that handles printing changed files.

golangci by default [limits](https://golangci-lint.run/usage/configuration/#issues-configuration)
"same issues" to 3 which can be hindering when many issues are present.
Change it to always show all issues.

The main purpose is to refactor the legacy `unknwon/com` package.
1. Remove most imports of `unknwon/com`, only `util/legacy.go` imports the legacy `unknwon/com`
2. Use golangci's depguard to process denied packages
3. Fix some incorrect values in golangci.yml, eg, the version should be quoted string `"1.18"`
4. Use correctly escaped content for `go-import` and `go-source` meta tags
5. Refactor `com.Expand` to our stable (and the same fast) `vars.Expand`, our `vars.Expand` can still return partially rendered content even if the template is not good (eg: key mistach).

This ensures the tools only run in the versions we've tested and it also
does not polute PATH with those tools so they are truly isolated. This
syntax of `go run` requires go 1.17, so the minimum version is set
accordingly.

The CI currently downloads all go modules in each pipeline step because
go modules reside outside the project directory. Fix this by introducing
a volume for the `/go` directory [1] so modules are only downloaded once per
pipeline using a new `deps-backend` make target.
For completeness, I also included new `deps` and `deps-frontend` targets
and the frontend one is also triggered explicitly on CI where needed.
